The Housing Supervisor provides oversight of IPH’s permanent supportive housing program. The Housing program serves over 40 individuals who have experienced homelessness and one or more disabling condition. IPH Housing clients include both singles and families, and reside in a mix of fixed- and scattered-site units in Albany County. The Housing Supervisor must effectively balance financial and property management obligations with oversight of client-centered Case Management. Principle Responsibilities, Accountabilities & Duties:
The Housing Supervisor is responsible for successful oversight of the Housing program through the following functions:
Clinical Supervision & Oversight
·Ensure the program, in written policies and daily practices, adheres to the standards of the Housing First model
·Provide support and direct supervision to Housing Case Managers
·Ensure that program supports are person-centered, strengths-based, and recovery-oriented
·Provide guidance related to assessment of guests’ needs and coordination of services
·Ensure that individuals newly referred and prioritized for the Housing program are actively outreached and engaged

Property Management & Financial Oversight
·Conduct orientation and lease-signing meetings with new tenants
·Collaborate with the IPH maintenance team to ensure IPH rental units are well-maintained and in compliance with standards set by regulatory agencies
·Collaborate with the IPH finance team to track rent payments
·Generate late rent notices and develop payment plans with Housing clients who have missed rental payments; generate notices when other lease violations occur
·Meet with tenants who are not complying with the terms of their lease, including nonpayment of rent
·Address tenant concerns in a timely manner, and resolve conflicts and complaints as needed
·Participate in hearings and appeals, as needed
·Oversee Housing program budget in accordance with guidelines provided by the IPH finance team

Administrative Oversight:
·Work collaboratively with Albany County Coordinated Entry to enroll individuals who have been identified as the most vulnerable
·Ensure accuracy of case files and other program-related documentation
·Track program outcomes and perform program evaluation
·Ensure the Housing program meets or exceeds expectations set forth by funding entities and other governmental regulations
·Utilize the web-based Homeless Management Information System (HMIS) database to manage data and complete reporting, as requested

Leadership & Community Engagement
·Demonstrate commitment to IPH’s mission and core values
·Incorporate multiple perspectives in considering the impacts and outcomes of decision-making
·Collaborate effectively with diverse teams and different communication styles
·Establish and maintain collaborative community partnerships, including with key stakeholders such as Albany County Coordinated Entry, partner agencies, and private landlords
·Actively participate in system improvement and advocacy activities regarding housing and homelessness

·Bachelor’s Degree in human services or related field; Master’s Degree or equivalent experience preferred
·A minimum of three years’ experience in a human services setting; experience with the homeless population preferred
·Experience with Housing First strongly preferred
·Knowledge of the laws and standards that apply to property management, such as Fair Housing Laws, Landlord-Tenant Laws, and HUD regulations preferred
·Proficient in Windows and Microsoft Office Suite, including Outlook, Excel, and Word
·Strong organizational skills
·Strong written and oral communication skills
·Flexible to the daily needs of a non-profit environment
·Valid NYS driver’s license

Salary & Benefits Information:
·Salary position starting at $50,000 per year
